I would like to know wether the new bill passe in USA allows the H4-Visa holder to work?

No, not at all. What has been approved by the Senate Judiciary committee is discussion by the select committee to allow the Bill to move forward for full Senate discussion which will last till June, this year, If approved by the Senate (likely to happen), the bill goes to the House where Republicans hold the majority. The Bill is likely to face tough discussion, negotiations in the House and if it at all gets approved.

So, just hope for the best.

The Comprehensive Immigration Reform bill passed one committee vote.

There are many more votes to come before it becomes law.
