H1B Visa Transfer

I had applied an H1B Visa through a consultancy in India. Now he says that the petition is approved and Visa is ready but is asking for more money or says that will transfer it to some other person. Wanted to check if it is possible to transfer the H1B Visa originally applied to Y person that was originally applied to X person?

stay away from desi employer!!!!!!!! you are not suppose to pay any money for H1.

No, H1B petitions cannot be transferred to other beneficiaries. The sponsoring company must file a separate H1B petition for each beneficiary. It may be possible for certified LCA's to be assigned to different employees as long as all of the information in the LCA is accurate for the new employee.

H1 petition is non transferable.

No doubt that employer is FRAUD, you better find another employer. Even you join this employer you might have trouble in future.
