New immigration bill : family based green card

Hi,

In case the new immigration bill passes, what will be the most likely scenario for the following cases in which a US citizen has applied for sibling and adult children green cards:

1. The back log of sibling and adult children over 31, whose applications are being processed.

2. What happens to applications for these family based categories, before and if the bill passes?

Until a bill is passed and goes through the whole process including the President signing it into law everything is speculation best avoided.
