Do I have to mail the documents only to the New York office (below) or is there any other office that accepts it. Canadian Consulate General Immigration Section 1251 Avenue of the Americas, New York, NY 10020 My current location is Kansas. Thank You.

You can apply online at http://www.cic.gc.ca/english/visit/tourist.asp Follow the instructions , upload the docs that they say and then you are good. Once the application is approved they will email you to send your passport and then you can send it to either LA or NY.
