I understand I will need to redo my DS 160 with the new location picked and update my account information with the new DS 160 number. Eg: I booked a visa appointment in Ottawa on May 23rd. Can I change this to Montreal on June 3rd? My specific question is this - do I need to repay my fee to do this or is it free of charge?

No need to fill new DS 160, just update the new location at the end of DS 160. also no need to pay the fee. you can change the location.
