H1b approved in 2011 but not stamped and not came to USA

My friend, from India, applied for h1 in 2011 from an employer and got approval. But he never went for stamping. He has his EAC number with him. What he has to do now to go for stamping and come to USA ?

Is the job offer still valid and is the position still open?

Your friend needs to contact the employer and get all the required documentation and then go for stamping.

Please suggest your friend to contact the employer first before going to the visa stamping as if he/she mis-represents any facts, it is considered fraud and the consulate may impose a 5/10 year ban on the beneficiary(your friend).

My friends job was not any more. How can he get job in USA while he is at India?

The same way as the first time. If he has a b2 visa he can come over for interviews though he will ultimately need to leave and return with the H1 visa.
