Applied H1B premium no-cap univ. J1 waiver pending with USCIS

I am on J1 which ends on Apr. 30,2013. H1B applied on Apr 15. J1 waiver recommendation from DoS has come on Feb.11, 2013 which is still pending with USCIS. Filed H1B with DoS recommendation and USCIS pending notification. J1 waiver is pending at Vermont center while H1B filed at California center. Will USCIS look within itself for J1 waiver or contact DoS for this or will it contact me for this? If USCIS contact DoS will it say that it has sent its recommendation to USCIS and pending with that. Now this is more than 2 months for J1 waiver is this normal? Since my Univ. filed H1B as premium processing, will this all be done in 15 days time?
