perm deadline for 2nd green card

I have a PERM and approved I-140 filed by Company A. With that employer I was on H-1B in the 8th year, valid until Sept 2014. However I got laid off in March 2013. Company B will file H-1B transfer. I am also requesting them to file new GC. Do I have a deadline to file PERM ie is it dependent on Sept 2014? Also would the term for new H-1B be valid for 3 years or less( until Sep 2014)? Thanks
