Travel on H4 Visa after paying SEVIS fee

Hi,

My wife is currently studying in US on H4 Visa. She has a valid H4 visa till 2015. She planned to apply for Change of Status from H4 to F1. So, she got an I20 from school and paid SEVIS fee. But she has not applied for Change of Status (i.e. did not submit any documents to USCIS) as an emergency travel plan has come up.

Can you please let me know,

1) If it is ok to travel and come back on H4 visa?

2) Will paying SEVIS fee and traveling in any way effect?

3) Can she apply for the Change of Status from H4 to F1 once she comes back with the same SEVIS fee?
