First H1 Stamping in Mexico

I am on H1B but not stamped yet. My F1 has expired. I want to avoid traveling to India currently for stamping alone. Can I go to Tijuana for my first stamping?

If yes, what would I have to do?

If no, is Canada the only other option?

• Visa in the same class is allowed for TCN(third country nationals) in Mexico.(that means renewals)
  
• Change of Status even though authorized by USCIS. Cannot get the stamping in Mexico.
  

However there is no restriction in Canada. you can get stamping in Canada.

You donot need a visa to stay while you are in US. you need a visa only when you step out of US and wish to come back later in future.
