H4 to L1A conversion

I was on L1A in USA for 7 years and came back May 5th 2012 to India. My wife is currently working in USA on H1B and I got my H4 visa stamped. Here are my questions.

a) Can I travel to USA on H4 and then apply for a transfer to L1A ? (Offcourse my company will be doing it)

b) How long will it take for the transfer from H4 to L1A ?

What is the hitch with coming over on a L1 visa after the company gets your petition approved?

As its getting very hard to get L1 visas these days, company put a hold on L1 visas for this quarter and asking me to wait until July. My basic question is can I do a COS from H4 to L1A.

A COS can be filed from H-4 to L-1. However, a foreign national cannot generally enter the U.S. on H-4 with the intent of changing to L-1 status.
