H1b second time stamping in Canada while I140 is in process

I am planning to go to Canada for my h1b stamping in EVC model. I have my 140 under process which was applied recently. Is this a safe thing to do?

After stamping is it ok to travel to india? while 140 is still in process. thanks in advance.
