Is it possible to change status from J1 to H1B1(Singapore specific) in USA

Hi all, I am in USA on a J1 Exchange Scholar visa. I think I am not subject to the 2 year Home Return rule. My questions are

1) Is it possible to change status from J1 to H1B1 while living in USA or should I return to Singapore and do it from there ?

2) If H1B1 is approved, can I start work immediately or should I wait until October like normal H1B ?

(1) I believe you can. Contact an attorney to get specific inputs for your case. But, you have to find an employer willing to sponsor a H1B1 for you. Unlike the traditional H1B visa you should be able to show that you have no intention to immigrate

(2) With a H1B1 you would have to wait till October 1st to start working
