L1A to H1B on consular process

Hi All

I am on L1A visa from company A and in USA right now , my Visa expires in october 2013 ( 3 years)

Company B want to process H1B for fiscal year 2014 starting on April 1 2013

I want to apply H1B in consular process . ,reason being

one of my colleagues L1A extension was denied .

Is that possible ? if so what is the procedure for that .

I want to continue in L1 if my L1A extension goes through fine

Will applying H1 affect my L1A extension or my I140(GC) process which was pending

from one year
