Applying H4 after H1B rejection

My H1B visa got rejected in Delhi due to 221(g) (reason: not able to provide qualifying employment in US). Now i have no choice except applying for H4 Visa as my husband is working in US. Can you please guide me or share your experiences?

1. Should i apply for H4 immediately or should i wait?

2. I have applied for H1B in Delhi which got rejected and planning to apply H4 in Bombay as there are fewer rejections. Any suggestions or comments?

3. My husband is working in US on EVC model. Do you think that will cause any issues in my H4 visa?

Any help, suggestions would be greatly appreciated.
