In USA on L1B, had H1B stamping but not used

I am currently in USA on L1B visa. Before moving to USA, I had a H1B visa on my passport which had expired (almost 7 years have passed since the stamping). The H1B stamping was cancelled with no prejudice by immigration officer. I never travelled on the stamped H1B, so all the 6 years were not utilized.

Is there any law that qualifies me for a quota exempt H1B visa?
