Canada visit for H1-B visa stamping without canadian visit visa

hi i wish to explore whether i can travel to canada with the sole purpose of getting a US visa stamping even without getting a canadian visitor visa

i wish to know if there is a 30 day rule where i can travel to canada with a valid i-979 and a valid i-94 and come back to US with a stamped H1B visa

I believe you are talking about AVR (Automatic Visa Revalidation) which allows an individual having expired H1B stamp in the passport and have a valid 797 approval notice, to travel to mexico and/or canada for less than 30 days and re-enter USA using AVR. But you still have to apply for canadian and/or mexican tourist visa to enter either of them.
