EB2... does retrogression affect family members already approved?

Hi:

I got my green card about 3 years ago under EB2 category. My family was approved but I nenver processed their case (did not pay fee, no medicals or interview was done). Now family is ready to move but the visas are not available for EB2 India for that PD. Have 2 questions:

1. Does retrogression affect the visas of family members? I thought once they are approved, their visa numbers are already reserved?

2. If answer to question1 is yes, any thoughts on why is this happening and any guesses when would this start mving. My PD is Dec 05.
