received NOIR after client/site visit

Hi seniors can you please let me know what is corrrect way to tackle my problem

I was working with company A till 2012 march second week. i had a site visit on march 20th i was in between jobs and had new job approval starting at Company B at different location on april first week. My employer filed LCA for new location . My employer did not file any amendment after that.

Now after 1 year i received NOIR . I have 140 approval .

I my employer is trying to convince me that i need to do new h1b with same employer in new location which i am working till date .

Is this correct to do since i already have my current h1b which is in NOIR. Can i apply multiple h1b or new h1b with same employer based on site change and client change. Even though i have LCA for this location but without amendment .

Please advice?
