Lot of people who working as a contractor will have 1 layer as minimum and i am having one more layer ., how to overcome this kind of issues ....

Multiple layers mean no existence of employee-employer relationship. H1b requirements doesn't suite with multiple layers model. GC and USCs are good with this model, but not H1b workers. "Lot of people" doesn't change the USCIS intent.
