H1B approved but not activated (no CoS). Can it be transferred?

My wife has an approved H1B (she got her I-797) that is valid till Jan 2014 from company 'A'. It has not been activated yet and she is not in H1 status since it was not a change of status.

Now company 'B' wants her to join them. Can she file for a transfer of the current I-797 to company 'B'? If it is filed with change of status can she start working once it is approved?
