I am still been employed with the same company as a manager in their local office in India. I plan to move back to US around Sep/Oct 2013. 1. Since I now work as a manager and I will be employed for a year outside US with the same company as of August 2013, can I apply for L1A? 2.Is L1A subjected to Cap like H1b? If so, since the start date of L1A will be in October 2013, can I apply in April 2013 or do I have to wait until August 2013? I am concerned about the cap being closed by August Thanks!

Initial Review On February 25, 2013, the 15-day Premium Processing clock stopped on your I129, PETITION FOR A NONIMMIGRANT WORKER. A notice was sent on this date explaining the specific reason for stopping the premium processing of your case. This notice will contain detailed information on further action required by you.
