H1B to F1 to H1B

Hi,

I was working on H1B before and my green card was filed in 5th year. I got labor approved in 6th year and I got H1-B extension on approved labor. In the 7th year my I-140 was rejected. After that I changed to F1 visa. After completing masters I was on OPT and STEM OPT. My STEM OPT is going to expire in June 2013. Can i appy for a fresh H1B, or do I need to go out from US to get a fresh H1B.

To get a new H1, you have to be outside the US for one year.
