Is it true that one can go to any consulate for visa stamping irrespective of address on passport or home address. 2.Also, my husband changed from L1 to H1 about 3 years back. We have not traveled to India since then. Can I, as an h4 dependent go to India for stamping without my husband. and without H1 being stamped on my husband's passport. We have all the required paper work and have our I-140 approved. Please let me know if anyone has been in a similar situation and what has been the outcome? Thanks

Yes you can go for visa stamping, take all the necessary documents.
