H1B Stamping in Toronto - Information needed

I'm planning to go to Toronto for stamping my H1b for the second time (I stamped almost 7 years ago from F1 to H1b, in Toronto as well).

It was merely a 3 day procedure back then and recently was told that it may take 8 days these days.

Can someone who attended give me some additional information on this? So I can plan for booking flight tickets.

Would it be an option to get a open return ticket, in case I get my passport quickly?

Also, what is the approximate amount that I can expect spending for the entire visit (1 person)?

Can someone help with the recent information?
