Can someone please clarify below question on i140 application?

Is this new position?

When my employer started my GC, the advertisement was for a new requirement under the same title I am currenly working on (there are many employees with same title, but different specific requirement). My title has not changed but the position ID and role/requirement was newly created. Does the question on 140 is to see if the specified requirement is new or title is new?

Please advise.
