Perm Process with new employer..... H1B max out date is approaching

hello Gurus pls advise on my query....

Employer A filed my Labor and I-140 before start of my 6th Yr on H1B and it got approved. I did H1 transfer to Employer B in my 6th yr and got a 3 yrs extn based on approved I-140 from Emp A.I am in my 8th yr of H1B with only 1.2 yrs left for visa Max out. My Employer could not proceed with recuritment process since they had Layoffs and had to put perm on hold mid-way.

My questions

1) Do I need to have a approved perm and I-140 from Employer B to get any further visa extn for 3 yrs after the max out date.

2) Can I get further 3 yrs H1 extn with employer B based on approved I-140 from Employer A. Since Employer B cannot proceed with Perm for 6 months.

3) Can I do H1 transfer to Employer C and would I get 3 yrs extn with Employer C based on Employer A's approved I-140.

4) For some reason if employer C cannot process Perm due to any reason can I them do H1 transfer to employer D based on approved I-140 from employer A.

I would appreciate if experts can help so that I know what I am getting into.

It is my understanding that you can get H1B extensions as long as you have valid approved I 140 petition from any employer and visa dates are not current Usually, employers notify USCIS and withdraw I140 petition if employee is no longer working for them.
