Does change in employer (h1b transfer) requires H1B Stamping ?

If you have a Visa Stamped in your passport and if the end date on your Visa Stamping is still not expired, you can use the old H1B Visa to travel to and out of USA. IMHO you may not be required to have a new H1B Visa Stamping with new employer. Technically, all you need is your new employer I-797 and your old H1B Stamping to travel to and out of USA.

No, as long as you have valid visa irrespective of you work for that employer or not you do not need visa. You must carry new I-797 (approved petition) when you travel out of country to show that new I-797 petition in Port of Entry where you will get new I-94 as per new I-797 validity.
