Can I refile H1 with same employer with whom I had rejection before ?

Hello All,

I want to know that, Can I refile h1 with same employer with whom I had rejection before ? Then after I filed h1 from company B and approved >trasferred to company C approved> and Now want to go back to company A with whom I had rejection ?

Is it safe ?

what was reason for rejection? if that has not changed (other then employer), chances of rejection are high.
