Help needed on DS 160 Question

Hey All,

My H1 petition was denied by USCIS in 2010.When I was filling DS 160 form then came accross with below question :

"Have you ever been refused a U.S. Visa, been refused admission to the United States,

or withdrawn your application for admission at the port of entry?"

Should I say or no for this ?

"Have you ever been refused a U.S. Visa, been refused admission to the United States, or withdrawn your application for admission at the port of entry?" --> NO (as they are asking for US Visa details not about your petition)
