filing I-485 for an F-1 dependent

With a priority date of June 2011 and the way USCIS retrogressed EB2 to 2007, my wife wants to complete her masters in F1 to be able to work on OPT instead of H4. Can we apply for her I-485 when our priority date becomes current when studying on an F-1 visa and NOT on a dependent H-4visa?
