AxialTilt
I think you are talking about advance stamping while the old H1B is still valid. For example if a person has new H1B starting from Oct 1 2012, he is eligible to go for stamping anytime from 90 days before that start date, i.e. he can go to stamping anytime after July 1. So if a person has a existing H1B that is going to expire on Sep 30,2012, he can attempt to go for stamping around (say) Sep 1st. If it gets denied for some reason, they can still enter US because their old visa stamp is valid until Sep 30,2012. I know a case like this happened in Mexico. Visa was denied but the person was able to enter back into US using the existing visa stamp that was still valid for another month. I think you are talking about that situation Link to comment
pontevecchio
AVR cannot be used if you go to Canada for a visa and the visa is denied or delayed. Link to comment
