I'm currently in the US on a B1 visa and am looking for jobs here. Is it possible to for a prospective employer to do a change of status from B1 to H1B?

Will this be impacted by the current quota limit in India for H1B?

The quota is not for India, but for all countries. It is possible to change status if you have an H1 visa available, however, the H1 limit for 2013 (status may start in Oct 2012) has been reached. You can only get a new H1 starting Oct 2013, for which your employer should file in the spring of next week.

No. not from b1 to h1. You will have to go out of the country and get your h1 stamped.
