H1 visa renewal-India or Vancouver?

Hi all, Thanks first because Murthy forum is a great help for me.

My case-

H1 7th year with extension approved till May 2014.

EB3 applied with I 140 approved.

First stamping done in India.

Now going for second stamping(didnt do the previous stamp because didnt leave the country)

EVC model with same employer from beginning and this client for 3 years.

Now kindly suggest me,

1.Whether to go to India for stamping?

2.Or to canada-if canada where?

Is vancouver safe?
