PD current in Nov 2011. Applied 485 in Jan 2012. Processing timeline question?

140 already approved.

Current as of November 2011 Bulletin.

Applied for 485 on 01/03/2012.

Received receipts on 01/16/2012.

USCIS must have received lot of applications considering January bulletin applications are open.

My question - will USCIS process applications based on application receive date OR by priority date?

Priority date is only matters for filing your AOS (485). After that it is first comes first serve. If for some reason PD retrogresses, then again it will matter. For example your PD is Sept 2007. USCIS is now accepting Jan 2010 PD (Feb Bulletin). If they get applications more than what they need, and they decide to go backward say Nov 2009, then people who filed with PD of Dec 2009 and Jan 2010 will be on hold till visa numbers are available again. As long as PD / Visa numbers are available, anyone who filed AOS earlier than you will be processed first.

All said and done, each case hereafter is unique. Depending upon completeness of your application, document submitted and complexity of your case will decide whether they approve it or ask for additional information, evidence and so on.
