submit documents for 221g green forms

Hello

i have been to h1b interview on the date 18th jan.

they have issues 221g green form to me.

now i have to submit the docs

my question is

i have attended interview on new delhi.

and as per the green form it says that i needs to go in person to consulate to submit the docs

can i go to mumbai consulate for submitting the docs?

and what is the procedure for that? did i have to make an appointment?
