I-485 Receipt Notice Not Required for H Travel ?

I read the message from Murthy's website. It says "The Department of Homeland Security (DHS) issued a Final Rule, effective November 1, 2007, that eliminates the requirement that a person traveling in H or L status have the receipt notice for any I-485 Application for Adjustment of Status that s/he has filed"

So, my question is, is the policy still effective today? Any changes since 11/01/2007? Where can I find the official link of this policy?

I am planning to file my I485 on Jan 17 2012 and include my wife's name. My wife needs to travel on Jan 21 2012. Can she travel? Here is more to her status.

My wife' h1 visa stamp expired on Sep 15 2010. We did not travel after that. She has a valid I797 that is valid until OCT 2013. She always maintained her status. She plans to go to stamping.

Can she travel to India without a valid visa stamp?

Can she travel to India without the I485 receipt?

Will any of this jeopordize/abandon our I485 application?
