Converting H4 to H1B visa, e-verification problem?

Hi,

I was on H1B visa for almost 4 years with 6 yrs of validity. Then in Dec 2007 I converted to H4 visa. Now in Dec. 2011 Iam offered a job and hence am in the process of converting from H4 to H1B visa.

1. Is this current conversion to H1B considered a H1B transfer from previous H1B visa or is it like applying for new H1B visa without the quota restrictions?

2. My e-verification is done before my job starts. Can e-verification be done successfully just based on my H1B receipt, without the actual H1B in hand? Or e-verification will be unsuccessful since i wouldnt be legally authorized to work in US based on my previous H4 visa?
