In mid November, my new employer started processing my H-1B visa application. However they could not submit the application before the quota was used up on Nov 22nd. I previously held an H-1B from Dec 2000 - Dec 2002, before I became a PhD student. Would I be eligible to re-activate the remaining time on the prior H-1B without being counted against the quota cap?
