h1b transfer from India

I have my h1b petition approved via a consulting company. i will be going for stamping in a weeks time.

i will be getting an offer from a different employer in US.

1) is h1 transfer possible to the new employer while i am still in india with just the EAC number ? (is I797 mandatory ?)

2)i am not sure if i should go ahead with the stamping from the first employer. will it affect h1b transfer ? as i am yet to get the offer from new employer i am not sure if i should delay the h1b stamping.
