H1B transfer question

Hi,

My H1B transfer is in process. I am already working as a consultant for the consultant-company that has filed for the transfer. Please advise me with my doubts:

1. In case, the transfer does not get approved, Can some other company apply for H1B transfer? if yes, within how much time can second company apply for transfer for the H1 to stay valid?

2. Can second company apply for transfer while first transfer is in process?

Please help me with these questions. I appreciate your efforts.
