It may work out, but if not, she would not be able to come back to the US, and would have to go to her home country to get the visa. There are lots of posts here for both scenarios. Link to comment

In case of having Masters in US and having had your F1 VISA stamped in home country. The first time stamping for COS from F1 - H1B in Canada is assumed to less riskier than otherwise first stamping for other change of status like L1/H4 to H1B. JoeF please correct me if I am wrong.
