First H1 Stamping - Does it need to only in the home country?

My wife plans to go for her first H1 stamping

Is it required to go to your home country for your first stamping? She plans to go to Ottawa to get in stamped.

I'll appreciate any replies.

Recently one of my friend went to Canada for his first time stamping and got approved, so I think there will be no issues.

Stamping in a third country is always more risky than stamping in the home country.

It may work out, but if not, she would not be able to come back to the US, and would have to go to her home country to get the visa.

I agree. In case of having Masters in US and having had your F1 VISA stamped in home country. The first time stamping for COS from F1 - H1B in Canada is assumed to less riskier than otherwise first stamping for other change of status like L1/H4 to H1B.
