Do attorneys on the forum know when E3 visa will be included in the premium processing eligible list? When the visa was first announced USCIS said that it will become eligible for premium processing when published in federal register.

What is federal register? I read somewhere that it needs to be named in that register as eligible, so who can push E3 into that register? Do immigration attorneys have any power to do that?

Why doesnt USCIS make it premium since they will surely make more money out of applications? Doesn't it make business sense for USCIS?
