Continue H4 status of special needs kid after 21 yrs

Hello, I have a 17 yrs old special needs kid with H4. I am a H1B holder and yet to start my GC process. Can my son continue his H4 status after 21 years even if my GC is in progress. His school will not sponsor any F1 visa. What are all the other options I need to consider?
