No. On H1 you can ONLY work for the H1 employer. It doesn't matter where the company is located, it matters where you are located.

And you have to declare your worldwide income on your US tax returns.

Foreign nationals residing in the United States must have employment authorization in order to perform work for an employer, even for a foreign employer. Your H1B status allows you to work for your H1B employer only and does not provide general work authorization. Therefore, you would not be permitted to freelance for customers in another country while in the United States on H1B.
