Face to Face appointment needed after change of nationality?

Hello,

I am currently an Australia citizen and would like to plan for E3 visa soon.  But when I was on Indian nationality I had H1B petition (approved,  but refused under 214b section in 2019) later my Business Visa (b1/b2) has been approved without any issues in July 2022, my ten finger printed during the B1 visa appointment. 

Now if I go for E3 visa application, am I eligible for dropbox process as my ten finger printed already?  or Still I need an face to face appointment as it is new nationality?
