Green card got expired and process for re-apply

My Green card got expired in 2017 for prolonged stay in abroad. Now I came to US on L1A last year November. what is the process involved to apply for GC now

1. Can I re-instate my expired GC (in 2017) by any chance 

2. Do I need to surrender my expired GC in order to start GC process from the beginning
