Can the applicant indicate someone’s address in the US who can receive the re-entry permit on their behalf? Assuming the applicant will get the permit before re-entering US.”

So basically is it ok to send the permit to a mailing address in the US while you are outside?

Why not have it sent to a US consulate where you will be located instead?

It can be sent to a US Consulate, where you can pick it up.

I got it delivered to my daughter's address in US. I had mentioned the same address in application
