Change of nationality for h1b visa

Hello 

When I was on India nationality I had h1b petition and expired in sept 2021.petition was approved but in stamping rejected under 214b section.

now I am Australia citizen and I would like to retrieve my h1b by transferring to new employer, change of nationality to Australia  is that possible 

if yes, as it was refused under 214b earlier, if I go to stamping as Australia citizen what’s the probability of getting visa ? 
Do they check my rejection?  Or shall I travel to usa under VWL (Visa waiver program) and convert to h1b there in USA? 
pls advise.
