I-130 petition for parents is still pending

I don't have exact processing times for I-485. Currently shows about 26 months, so parents have decided to go back to India before expiration of I-94. Is it possible to move from Adjustment of Status to Counsular Processing?

Does Consular Processing mean they can't leave India (for visit to UK or Australia) until they get GC or visit US on existing B2 visitor visa ?
